Recently, according to the requirements of the Ecological Compensation Plan for the Eastern Branch of the Huangbiahe River Basin (Trial), Yichang Water Conservancy and Hydropower Bureau announced the Report on Water Quality Monitoring and Evaluation of Ecological Compensation in 2018 of the Eastern Branch of the Huangbiahe River”, in which water quality of Yiling district and Yuan'an county reached and surpassed the class II with the proportion higher than the prescribed target value, that the two areas will receive a total of 500,000 tons of phosphate mining award scheme , 10 million yuan of municipal-level ecological compensation funds, and the water quality deposit of 10 million yuan will be returned

　　At the end of last year, Yichang issued the Ecological Compensation Plan for the Eastern Branch of the Huangbiahe River Basin (Trial).The municipal government allocates 10 million yuan each year as the ecological compensation fund for the basin. Yiling District and Yuan'an County respectively pay the city government a water deposit of 7 million yuan and 3 million yuan. Regarding the mining index of phosphate, Yichang distributes the indicators into counties and districts, and then distribute them into enterprise. And Yichang takes 1 million tons from the total amount of 10 million tons of mining as an ecological reward indicator, which will be redeemed at twice. If any district or county reaches the standard of water quality county, it will receive the ecological compensation fund and phosphate mining index; if not, the mining index will be reduced and transferred to districts or counties that reach the standard.

　　The report reflected that from the beginning of December 2017 to the end of November this year, in the 18 monitoring sections of the ecological compensation of the eastern branch of the Huangbiahe River basin, those whose water quality that reached and surpassed class II achieved 91.74%, 9.73 percentage points higher than the same period of the previous year; in the 11 monitoring sections in Yiling District, there were 91.93% monitoring sections whose water quality reached and surpassed class II , higher than the 90% target value, and the improvement index K value of water quality was 0.0645; in the 7 monitoring sections in Yuan'an County, the ratio was 91.46%, higher than the 80% target value, and the improvement index K of water quality was 0.1579. Because Yiling District and Yuan'an County have reached the requirements of the Plan, Yiling District will receive 310 thousand tons of phosphate mining index awards, 4.88 million yuan of ecological compensation funds, and 7 million yuan of returned deposit of water quality; Yuan’an County will receive 190 thousand tons of phosphate mining index award, 5.12 million yuan of ecological compensation funds, and 3 million yuan returned deposit of water quality.
