In order to further study and implement the spirit of the important speech made by General Secretary Xi Jinping at the forum on private enterprises, and the decision-making arrangements by the Party Central Committee and the State Council, and to meet the work requirements of the provincial Party Committee and provincial government, Yichang has issued the Opinions on Making Greater Efforts to Promote the High-quality Development of Private Economy and implemented 20 measures to precisely tackle the difficulties and problems confronted by private enterprises, and to vitalize private investment and to promote their high-quality development.
These 20 measures are as follows:
■fully implement preferential tax policies
■reduce administrative fees for enterprises involved
■reduce land use costs
■reduce logistics costs
■reduce energy use costs
■guide financial institutions to increase credit delivery
■expand the scale of direct financing
■increase financial and government fund support
■liberalize market access
■optimize the administrative procedure
■give full play to the function of government procurement policies
■cultivate and expand market players
■support technological transformation and innovation of private enterprises
■support private enterprises to develop foreign trade and economic cooperation
■vigorously promote entrepreneurship
■create an environment for the growth of enterprise talents
■build a pro-fresh relationship between government and business
■make smooth the channels for private enterprises to make their demands
■protect the personal and property safety of entrepreneurs
■establish a supervision and implementation mechanism
It’s understood that these measures are effective responses to some obvious problems reported by the private enterprises in our city at present. They mainly focus on six aspects: reducing the tax and fee burden of private enterprises, easing the difficulty and reducing the high cost of financing for private enterprises, creating a fair competitive environment, enhancing the core competitiveness of private enterprises, protecting the legitimate rights and interests of private enterprises, and the effective implementation of the relevant policies.
To ensure the implementation of the policies and measures, and a stronger sense of gain for private enterprises, the municipal Party committee and the municipal government have defined a leading unit and responsible unit for each measure, requiring all departments (units) to further sort out the current preferential policies and service commitments relevant to enterprises, list and publicize them with interpretation, and carry out an independent evaluation by a third party once a year to seriously bring to account such dereliction of duty as poor performance in the implementation of the policies, poor performance of one’s duty and irresponsibility.
The reporter learned that last year, the relevant departments, on the basis of Yichang's development reality, adopted the approach of "integration plus innovation" and issued 20 policies and measures with breakthroughs, , practicability and high gold contents after they carefully combed over 300 documents on supporting the development of the real economy by the central government, Hubei Province and the city since the 18th National Congress of the CPC, sorted out over 100 specific measures, and consulted the private economy policies and experiences of more than 10 provinces and cities across the country.
After 40 plus years of reform and opening up, the city's private economy has achieved rapid development and has become larger and more competitive as a main force in promoting the local economic and social development. In the city, 3 enterprises are ranked China's top 500 private ones and 6 enterprises ranked China's top 500 manufacturing ones. To be specific, its private economy contributes 62.2 % of the city's tax revenue, 60.9 % of its GDP, 71.3 % of its technological innovations, 94.6 % of its urban labor and employment, making up 96.4 % of its enterprises.
