An Overall Institutional Reform Kicks off in Yichang

  Recently, the Provincial Party Committee and the Provincial Government approved the Institutional Reform Program of Yichang. On February 23, the Municipal Party Committee held the city’s mobilization conference of institutional reform to start it in an all-round way.

  After the reform, a total of 50 municipal party and government institutions will be set up in Yichang. Among them, there will be 15 municipal party committees(including 1 disciplinary inspection department and 14 working organs) and 35 municipal government departments. While implementing the “regulation actions” of the reform of central and the provincial party committee one by one to ensure that the main institutions are basically in line with that of central and the provincial government and that they are well connected and effectively implemented, local financial bureaus, China Merchants Group, forestry and garden bureau, government affairs service and big data authority with Yichang characteristics have been in accordance with the actual situation of Yichang.

  The reform has made it a top priority to uphold and strengthen the party’s overall leadership. Institutional arrangements are made to comprehensively strengthen the party’s leadership on mechanism, which are implemented in various fields on function including strengthen the party's centralized and unified leadership of major work, and set up new municipal committee deliberation and coordination organs, such as comprehensive rule of law, finance, integrated military-civilian development, auditing, and education; transform the leading groups in the fields of comprehensively deepening reform, national security, network security and information technology, and foreign affairs into the corresponding committees to further strengthen the overall leadership of the municipal committee; optimize the Party's structure of institutions, deepen the reform of the supervision system, and strengthen the unified centralized and coordinated management of the municipal committee office, the organization department, the propaganda department and the united front work department.

  The reform focuses on meeting the people’s needs for high-quality public service and strengthening people’s livelihood in key areas. It also intensifies institutional adjustment and optimization in areas of cultural tourism, health, medical security, veteran service, ecological environmental protection, emergency management, market supervision which are general concern to people. A batch of new institutions have been set up to provide a strong institutional guarantee for the establishment of a fairer and more sustainable social security and public service system.(correspondent Li Wenlin)
