On Feb. 25th, the reporter was informed that Yichang Customs launched ten "big gift packages" to solve the pain points and difficult problems in the development of the private economy and promote the high-quality development of the private economy. The ten “big gift packages” are as follows:
We should make full use of the benefits and give prominence to the dominant position of private enterprises in the market and guide qualified enterprises to obtain policy dividends in handling various kinds of business such as examination and approval, customs clearance, tax and fee relief, preferential origin, inspection and quarantine.
We should protect intellectual property rights, severely crack down on infringement of intellectual property rights and the sale of counterfeit and inferior commodities in the field of import and export, and encourage private enterprises to start businesses and innovate.
We should strengthen credit management. For those private enterprises with good credit , we should strengthen the cultivation of AEO (certified operator) enterprise certification as well as the standardized management of enterprise certification, and promote private enterprises with good credit to enjoy the convenience of customs clearance of import and export goods of their own and mutual recognition countries.
We should improve the efficiency of supervision, establish the concept of "fair law enforcement, scientific supervision", and further promote the "double randomness and one publicity" supervision mode, which means that the inspection objects are randomly selected during the supervision process, and law enforcement inspectors are also randomly selected, and the spot check and the investigation results are disclosed to the public in a timely manner, then make it gradually cover all areas of law enforcement.
We should reduce the customs clearance time, promote port efficiency increase and continuous reduction of compliance costs in import and export links to help with the optimization of port business environment, and promote the development of private economy.
We should promote the reform of tax collection and management mode, reduce the financial pressure of private enterprises by means of diversified tax collection and management modes such as "self-report and self-payment of enterprises", "aggregating taxation", "Bank Guarantee Letter ", "customs guarantee insurance" and so on.
We should promote system innovation, replicate and popularize a series of innovative systems such as "going out of the zone first, and declaring customs later of goods" and "batch in and out, centralized declaration of goods" in Yichang Free Trade Zone and Yichang Three Gorges Bonded Logistics Center (Type B). In addition, we will innovate the business development model of bonded logistics centers and implement facilitation measures such as region-port linkage and "bonded plus".
We should unblock communication channels. On the basis of coordinator system in enterprises, we will set up private enterprise coordinators to listen to suggestions and demands of private enterprises to customs work, provide individualized guidance, and help private enterprises safeguard their rights and solve their difficulties.
We should provide sincere and enthusiastic service, and follow the "three, four, five and six" service standards, of which "three" means we should welcome clients, answer their questions, and bid farewell to them; of which "four" means we should have zero delay in business processing, zero distance in communication, zero obstacles in enthusiastic service and zero errors in work quality; of which "five" means we should handle the business immediately if clients have available information, and guide them to handle if they do not know the procedures, assist them in handling difficulties, coordinate with them to handle special difficulties, and deal with business on time if they have made an appointment; of which "six" means we should not let the work be delayed here, let the service not be satisfying here, let the quality not be refuted here, let the mistakes not be made here, let the discipline not be relaxed here, let the image not be impaired here.
