Reporters learned from the Municipal Housing and Construction Bureau that on May 29, the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission officially issued the "Announcement on Naming the Ninth Batch of National Water-saving Cities (2018)", which ranked Yichang on the list, meaning that Yichang has become the third national water-saving city in Hubei province. In the past 10 years, only Wuhan and Huangshi were established successfully in 2009 and 2011.
In 2016, Yichang officially launched the establishment of national water-saving cities, and passed the provincial assessment in January 2017. In order to carry out the idea of "water-saving priority, space balance, systematic management and dual tactics" in the new period, Yichang strengthens water-saving and quality improvement in improving urban water ecological environment, comprehensively promotes the treatment of black and odorous water bodies, repairs water ecology, and achieves good results in water environmental management. Besides, Yichang held an activity of water-saving publicity week, promulgated "Yichang Water Conservation Management Measures" and "Notice of the Municipal People's Government on Implementing the Strictest Water Resources Management System" and other important regulations and documents. With a multi-pronged approach, all indicators met the requirements of "National Water-saving City Assessment Standard", with remarkable water-saving effect.
At present, the domestic water consumption of urban residents in Yichang is controlled at 138.21 liters per person per day, the reuse rate of industrial water reaches 87.9%, and the popularization rate of water-saving appliances is 100%. Thirty-seven enterprises (units) such as Angel Yeast Company and Yiling Middle School are named provincial water-saving enterprises (units), and forty-two communities such as Jinxiujiayuan and Hengdalvzhou are named provincial water-saving communities.
It is reported that after the successful establishment of the national water-saving city, a review is conducted every four years. The selected national water-saving city must have sound water-saving laws and regulations, water-saving statistical system and financial input system, as well as basic conditions for publicity and creation activities, and 25 specific standards for basic management and technical assessment, covering all aspects of urban water ecological construction and protection. The successful establishment of a "national water-saving city" of Yichang marks the addition of a national "business card" on the road of green and high-quality development in Yichang.
