With the advent of the summer flood season, various extreme weather and geological disasters occur frequently. In order to strengthen the safety management of outdoor adventures in Yichang, according to the Notice on Strengthening the Safety Management of Outdoor Exploration Activities in Yichang jointly issued by Yichang Cultural and Tourism Bureau, Municipal Public Security Bureau and other departments, on June 11, the Municipal Cultural and Tourism Bureau issued an urgent notice, that from now on, it is strictly forbidden to carry out potentially dangerous outdoor exploration activities, such as mountain climbing, stream tracing, river descent, crossing, camping, caving, etc.
The notice requires that the county and city cultural and tourism bureaus should strengthen the management of outdoor adventure activities, and urge the relevant townships to set up safety warning signs, promptly announce relevant natural and meteorological disaster warnings, notice information, and prompt the public not to participate activities organized by those without leader qualification, outdoor exploration skills, and certain QQ groups, and warn them not to blindly try outdoor adventure activities without any guarantee. At the same time, the notice vigorously promotes the concept of safety first, introduce outdoor exploration knowledge, enhance the awareness of safety risks, recognize the dangers of outdoor adventures, cultivate rational outdoor exploration habits, and create a public opinion atmosphere that the whole society pays attention to safe outdoor exploration.
The notice stresses that it is necessary to strengthen departmental supervision and territorial management responsibilities, strengthen comprehensive governance and joint supervision. For projects and places that do not have outdoor exploration safety conditions or existing potential safety hazards, they must be resolutely ordered to shut down or rectify according to law. Strict accountability shall be exercised for the failure to implement safety precautions, to respond in a timely manner and to handle improperly.
The notice clearly states that once danger occurs in outdoor exploration activities, organizers and participants shall promptly start self-rescue plans, take effective rescue and disposal measures and timely request for rescue. At the same time, according to the principle of "the person who initiates, organizes the activity is responsible". And in those activities that cause serious consequences, the organized person shall be investigated for relevant responsibilities according to law.
