On June 24, the Municipal Housing and Construction Bureau held a press conference to promote the high-quality development of the construction industry, introducing the "Opinions on Promoting the High-quality Development of the Construction Industry" of Yichang. Yichang will vigorously support the upgrading of enterprise qualifications. Those enterprises promoted to the special level of general contracting for construction will be granted a bonus of a maximum of 1 million yuan. For those enterprises promoted to the first level of general contracting and professional contracting, the bonus can reach 500,000 yuan and 200,000 yuan respectively.

　　There are 804 construction enterprises in Yichang, including 7 state-owned enterprises and 797 other enterprises. In 2018, for the first time, the output value of Yichang's construction industry exceeded 100 billion yuan. "Opinions on Promoting High-quality Development of Construction Industry" points out that by the end of 2021, the total output value of construction industry in our city will reach more than 150 billion yuan with more than 200,000 employees. We will strive to build 4 special-class general contracting enterprises, 30 first-class general contracting enterprises and 130 second-level general contracting enterprises. There will be three construction enterprises with an annual output value of more than 10 billion yuan, and six enterprises with an annual output value of more than 5 billion yuan to 10 billion yuan. By then, prefabricated buildings in Yichang will account for 20% of the newly built building area, and there will be 2 provincial and above assembly-type construction industrial bases. Green buildings in urban areas will make up 50% of the newly built construction area.

　　Focusing on issues such as supporting enterprises to become better and stronger, promoting industrial transformation and upgrading, optimizing the market development environment, improving quality and safety standards, and improving the safeguard mechanism, "Opinions" defines 20 specific measures with different support policies.

　　For the leading enterprises with annual output value of more than 5 billion yuan, based on the starting point, the local available financial resources in the actual tax amount in 2018, the part with annual growth rate of more than 10% over the same period of last year will be granted to enterprises as the special funds for industrial support from the municipal government. The municipal government will select the Top Ten Construction Enterprises in Yichang according to the situation each year, and implement incentive policies such as credit evaluation plus points, reduction or exemption of wage security payments for migrant workers according to regulations for relevant enterprises. For the special-class and first-class construction general contracting enterprises whose headquarters moved to Yichang and whose local financial resources exceed 3 million yuan in total tax payment from 2019 to 2021, they will receive a bonus of 30% and 20% of the local financial resources respectively in 2019 and 2020.

　　Construction enterprises whose qualified technology transfer income does not exceed 5 million yuan in a tax year are exempted from enterprise income tax. For the part over 5 million yuan, the enterprise income tax will be halved. The general contracting enterprises that win the Luban Award will receive a bonus of 500,000 yuan. The enterprises that receive national quality projects will be rewarded with 300,000 yuan.
