It is learned on July 2nd from the special conference on promotion of express ways ETC system service held in Yichang that 310,000 more vehicles will be equipped with ETC system, over 80% of the vehicles of Yichang will installed with ETC system and the rate of employment of ETC system will exceed 90% by the end of October, as practically means the realization of non-stop electronic toll collection on highway in Yichang.
It’s a significant decision made by the Central Committee of CPC and the State Council as well as a key project for people’s livelihood to deepen the reform of highway toll collection system and promote the development of highway ETC service. The Municipal Government of Yichang City will stick to the government-guiding, market-dominant and society-involved principle to mobilize all resources to accelerate the promotion of highway ETC application with overall planning and joint contribution.
Since July 1st, a 5%-off discount of highway toll has been offered to all the vehicles equipped with ETC system on highways within Hubei Province. Various preferential policies based on ETC system for toll reduction and exemption will start to be implemented in 2020 and the non-ETC vehicles will be excluded from the preferential discounts since then. Yichang City will make further efforts to upgrade the ETC toll passages with one man/electronic-toll channel maintained at each toll gate according to the relevant requirements.
According to the arrangement, the 310,000 sets of newly released ETC equipment will be distributed to the twons or township units before July 5th, ensuring the accomplishment of the task before the end of October. All the official vehicles of municipal governmental and administrative institutions,the public institutions and the state-owned enterprises as well as their employees, including the special-type vehicles such as ambulances, fire engines, police cars, flood control command vehicles, engineering rescue vehicles and urban management and law enforcement vehicles, together with all the taxis and commercial passenger-cars, must be installed with ETC devices by the end of July; meanwhile, all the commercial trucks shall be installed with ETC by the end of August.
The cooperative banks are speeding up EIC installation arrangement and distribution,developing promoting ETC-based characteristic services and establishing installation service outlets in the vehicle gethering and distributing areas. At the same time, all the community grid managers in the urban areas and roadchiefs in rural areas participated in publicity of ETC employment for better public awarness and acceptance.
