As the reporter learned from Yichang Customs on July 14th, Yichang Sanxia Bonded Logistics Center (Type BInsurance) continued its good development trend in the first six months, with 1301 customs declarations, 672 million yuan worth of goods in supervision and 38.61 million yuan of taxes, up 26%, 37% and 66.5% respectively compared with the same period of last year.
Since the Sanxia Bonded Logistics Center was in operation for more than two years, it has carried out value-added circulation services such as chemical products, red wine and yeast, bonded storage services such as raw materials, mechanical and electrical products, maintenance tools and food, as well as centralized reporting and tax refund. At present, Zhijiang Ogilvy, GAC Motor Group, Jinbao Musical Instruments have suspended various tax payment of about 150 million yuan, while Angel Yeast and Guangsheng Textile enjoy an export tax rebate of about 25 million yuan in advance. In 2018, the value of B Insurance reached 1.5 billion yuan, up 200%.
In order to serve enterprises and make full use of policies, Yichang Customs has taken innovative FTZ measures such as tax collection, declarations distribution, "first leaving the area, then declaring customs", list-based management of administrative approval items, integrated guarantee of customs links, and "inter-zone bonded goods circulation." By the end of June, Yichang Sanxia Bonded Logistics Center had helped 35 enterprises handling 970 business of the" first out, then declared ", with an average time of 12 minutes, saving about 1.5 hours going through customs and about 400 yuan each business for enterprises. Also, it has handled more than 200 business of“Collective Taxation”which has reduced the frequency of tax payment from 30 to 40 times per month to 1 time, greatly saving manpower and shortening customs clearance time.
At the same time, Yichang Customs has actively explored and combined the current policies to further unleash the potential of the policies and realize "1+1>2." For Lingyun aircraft bonded maintenance business, Yichang Customs has designed a business model of "customs guarantee insurance+goods repair+distribution of consolidated declarations". For GAC passenger car project, there is another business model of "group finance guanreteed by companies+temporary entry and exit+distribution of consolidated declaratons". We will support enterprises in B Insurance making financial innovations, including opening import credit letters, enhancing trust under third-party's supervision, and increasing guarantee credit of export items, so as to effectively solve the practical problems of financing difficulties and capital turnover of import and export enterprises.
Yichang Customs will fully support the B Insurance and plan new business such as cross-border e-commerce to make B Insurance combine with more policies and high-quality services. In addition, it actively assists Yichang government in expanding foreign trade development platforms, supporting the construction of Yichang Comprehensive Bonded Zone, Baiyang Port and other customs supervision zones, which plays a positive role in the construction of a deputy provincial city and key node city in the Belt and Road Initiative.
