The list of national bases for comprehensive utilization of industrial resources was recently released. A total of 48 cities have been selected, among which Yichang City and Xiangyang City in Hubei Province are on the list. This is the first time that cities in Huibei province has been included in the list.

　　In January this year, the General Office of the National Development and Reform Commission and the General Office of the Ministry of Industry and Information Technology issued the Notice on Promoting the Development of Industrial Agglomeration in the Comprehensive Utilization of Large Solid Wastes to explore the construction of a number of industrial bases with demonstration and leading roles. By 2020, 50 bases for comprehensive utilization of solid waste and 50 bases for comprehensive utilization of industrial resources will be built, and the comprehensive utilization rate of base waste will reach more than 75%, forming a new multi-channel and high value-added pattern of comprehensive utilization and development.

　　To apply for a base for comprehensive utilization of industrial resources, the following conditions should be met: relevant plans or work programmes for the comprehensive utilization of industrial resources have been formulated and incorporated into the overall local development plan; the base having a good environment for industrial development, no major environmental and safety accidents have occurred in the past three years;the total annual comprehensive utilization of industrial resources is more than 10 million tons, with the comprehensive utilization rate of more than 65% and the annual output value of more than 1 billion yuan; the base has more than three leading enterprises in comprehensive utilization of industrial resources, and forms a coordinated comprehensive utilization industrial system; the base implements or plans to implement cross-enterprise, cross-industry and cross-regional industrial resources comprehensive utilization industrialization projects, forming a number of product standards for comprehensive utilization and establishing platforms for technological innovation, inspection and testing, information consultation, talent training and financing services of comprehensive utilization of industrial resources.

　　For the selected bases, the National Development and Reform Commission and the Ministry of Industry and Information Technology will give appropriate support to the construction of public infrastructure and public platform of the bases in accordance with relevant management measures.Those qualified bases are encouraged to apply for the projects supported by the central government, such as green manufacturing, technological transformation, industrial transformation and upgrading projects. Our government will support the base to innovate financing methods, and use them for infrastructure construction and major comprehensive utilization projects through participation of social capital and issuance of green bonds. Meanwhile our government will support the base to form an industrial alliance to form an overall advantage.

　　In September 2016, the Ministry of Industry and Information Technology identified the first 12 demonstration bases for comprehensive utilization of industrial resources.
