Two working days for starting a business, 10% down of the metro logical verification fee... On July 26, the Yichang Administration for Market Regulation held a press conference on the construction of the business environment of "Ten Zeros·National First Class". At the conference, the recently issued Opinions on Promoting the Construction of the Business Environment of "Ten Zeros·National First Class" and the 20 articles in "Measures for Promoting the Construction of the Business Environment of "Ten Zeros·National First Class" were explained and tasks for the continuous optimization of business environment were listed.

　　The “Ten Zeros” are ten work objectives and requirements put forward by Yichang Administration for Market Regulation for the construction of business environment. Yichang Administration for Market Regulation is the first in doing so in the whole province. The “Ten Zeros” involving service and supervision refer to "zero discrimination in access", "zero delay in approval", "zero distance in service", "zero slack in receiving complaints", "zero tolerance of potential dangers", "zero tolerance of infringement", "zero checking obstacles", "zero malpunishment", "zero charging violations" and "zero policy obstacles".

　　The 20 measures for business environment construction aim at the earnest implementation of the “Ten Zeros” from the perspectives of “business-related services, reduction of fees, safety production and supervision and enforcement”. For the difficulties in the enterprise-related services, six measures including “one window for all licensing affairs or online handling of licensing affairs” and “compression of the approval and administrative time for start-ups” have been proposed. For the weak links in supervision and inspection of safety production, five measures have been defined, such as "establishing the system of checking and rectifying hidden dangers" and "eliminating the blind area in safety supervision of special equipment during project construction period". In view of random law enforcement, lax management and inaccurate direction, five measures, like "a blacklist of market entities and a credit repair system", have been put forward.

　　"We will reduce costs and burdens for enterprises by providing free services." According to the relevant person in charge of the Yichang Administration of Market Regulation, four measures, such as "free seals for newly-established enterprises" and "free comprehensive technical evaluation of product standards ", have been taken to save money, time and trouble for enterprises. The free seals service for start-ups can save urban enterprises nearly 1.5 million yuan per year; the fee for metro logical verification will be reduced by three to four million yuan at by preliminary calculation.

　　Data show that since the implementation of the 20 measures, 1324 enterprises in Yichang have enjoyed the high efficiency of starting up a business in a reduced time period. 1201 newly-established enterprises have enjoyed the free seals services and 22 key enterprises have enjoyed the services of green channel, tolerance of lack of required materials and quick settlement. A total of 1586 affairs have been dealt with online.
