New stipulations on the “low,slow and small”(LSS)air-crafts, including unmanned aerial vehicles (UAVs)have been carried out in Yichang recently. Yesterday, the Municipal Public Security Bureau held a press conference and announced that the LSS air-crafts are forbidden to fly without approval over the air clearance protection zone of Sanxia Airport and the security control zone of the city.
The LSS air-crafts refer to the aviation appliances at a flight altitude of less than 500 mand a speed of less than 200 km/h and with a radar reflection area of less than 2㎡,including 12 categories, such as light and ultralight air-crafts(including light and ultralight helicopters), UAVs, gliders, delta-wing planes, power delta-wing planes, manned balloons(hot air balloons), airships, para-gliders, power para-gliders, aviation models, pilot-free balloons and tethered balloons.
Any use of the LSSair-crafts, such as drones,in the administrative areas of Yichang City shall comply with the relevant laws, rules, regulations and provisions and meet the requirements of flight certification,qualification and plan declaration.
Three Gorges Airport clearance protection zone covers a rectangular area of 10 kilometers stretching from the runway’s center line on both sides and 20 kilometers stretching from either end of the runway, to Lijiazui, the Guihua Village, the Qinglongzui Village, the 3rd Qinglong Team, the Taizhou Village, the Qinglin Village, the 4thXiongfeng Teamin Zhijiang County in the east and to Hongyanchong in the Dianjun District, the locations of Yichang Municipal Public Security Bureau and the Jiuzhoufangyuan Building, the intersection of the Xiazhou Avenue and the Zhongnan Road, Luojiawan, Sunjiawan and Lannichong in the Yiling District in the west; the boundary in the south reaches the line of Hongyanchong, the Hus’AncestralTemple, Huangjia Mountain, the Yanban Village, Changchong and the Sunjiahe River in the Dianjun District and the 4th Xiongfeng Team in Zhijiang County, and in the north to the line of Lannichong, Dujiafan, Tudiling, Meijiadian, Maojiawan, Xujiazui in the Yiling District and Lijiazui in the Zhijiang County.
The space over the following institutions and areas is designated as security-control zones: the locations of the municipal and county-ship CPCcommittees and governments including the Yichang Municipal CPCCommittee and Municipal Government and the county-ship CPC committees and governments as well as the military control areas, the large water conservancy projects such as the Gezhouba Hub and the Geheyan Hub, the important power transmission facilities such as the Gezhouba Converter Station, the Longquan Converter Station and the Yidu Converter Station, several national reserve warehouses, the Yichang Railway Station, the Yichang Passenger Transport Center and several other important transportation hubs, the crowed places including the large and medium-sized hospitals and the places of large-scale activities.
It was clarified at the press conference that the use of LSS air-crafts such as drones in the above-mentioned areas should fulfill the requirement of applying for approval in advance as stipulated in case it is necessary to fly such air-crafts for on-site investigation, construction and aerial photographing, except for those air-crafts forbidden to use in the above-mentioned areas according to the relevant laws or regulations.
In case of violation of the above-mentioned requirements, the public security organ shall stop the flight and take emergency measures as appropriate; if it constitutes a violation of public security administration, the public security organ shall impose a public security administration penalty in accordance with law, and criminal liability shall be investigated in accordance with law if a crime is constituted.
