In order to encourage the public to provide illegal fund-raising clues to effectively crack down on illegal fund-raising activities, the Yichang District Finance Working Bureau and the Yichang Public Security Bureau jointly issued the Incentive Measures for Reporting Illegal Fund Raising (For Trial Implementation), referred to as the Measures hereinafter. The illegal fund-raising clues by the mass once adopted can be awarded, up to 20,000 yuan.

　　The Measures stipulates that the incentive criteria shall be comprehensively assessed on the amount of the reported case and the nature of the case. Once the report is verified, but if the circumstance is relatively minor and doesn't involve crime, the informant shall be rewarded with 500 yuan; If the reported illegal fund-raising act constitutes the criminality, the informant shall be given a reward from 1,000 yuan to 5,000 yuan; If the illegal fund-raising case reported involves more than 100 million yuan or has significant impact in China and Hubei province, the informant shall be rewarded again from 10,000 yuan to 20,000 yuan in one lump sum within one month after the public security organ officially files the case.

　　The Measures applies to illegal fund-raising activities in Yichang City (including Yiling District). The illegal fund raising referred to in the Measures means that corporations, other organizations or individuals were not approved by the relevant departments in accordance with legal procedures, but they raised funds from the public by issuing stocks, bonds, lottery tickets, investment fund, financing products or other debt certificates and promised pay the investor's principal and interest or return money in currency, kind or other payment methods within a certain period of time.

　　The informant may use letters, e-mails, telephone calls, faxes, visits to report the suspected illegal fund-raising activities in urban areas to the Illegal Fund-raising Leading Group Office, Public Security Bureau, Market Supervision Bureau, and Industry Regulatory Authorities in municipal and district levels. Once the report is verified, the informant shall be rewarded.
