Reporters learned from Yichang Customs that Yichang General Administration of Customs recently issued the Notice on the Inspection, Supervision and Administration of Import and Export Prepackaged Food Labels. The import pre-packaged food labels will be changed from "record system" to "spot-inspection system"beginningfrom October 1, 2019, according to the notice. Significant changes will take place in relevant inspection and supervision modes, and “going throughcustoms in seconds" of imported pre-packaged food will become possible.
According to reports, the new model, for one thing, simplifies the import formalities of pre-packaged food and improves the efficiency of customs clearance at ports, responding to the reform requirements of simplifying administrative procedures, delegating powers while improving regulation; for another, it clarifies the main body responsibility of label auditing of imported food enterprises, which is conducive to improving the management level and law-abiding consciousness of business units.
Yichang Customs advisesimporters to change their concepts as soon as possible, implement their main responsibilities and establish an overseas exporter and overseas production enterprise auditing system which focuses on independent auditing of the regulation compliance of imported food. Yichang Customs also tellsconsumers that pre-packaged food imported from regular channels has Chinese labels that meet China's standards and they can ask operators for "Inspection and Quarantine Certificate of Entry Goods”.
