In Yichang, ten categories of people, such as college graduates, the employees of enterprises who eliminate excess capacity, and Internet merchants, who apply for business licenses by law and start their own businesses in local areas, can apply for secured loan of start-ups. In order to stimulate the vitality of innovation and entrepreneurship, Yichang also increased the loan amount twice. At present, individuals can apply for up to 200,000 yuan of loans; partnership and small and micro businesses can apply for up to 5 million yuan.

　　"The amount of secured loan of start-ups is not high, but it lowers the threshold of access and enable entrepreneurs enjoys full interest subsidy, effectively making it more accessible for capital in the early stage of entrepreneurship", a relevant responsible person of municipal local financial bureau said.

　　After the opening of Yichang online financial service hall, Hubei Bank, Agricultural Bank of China, the Three Gorges Rural Commercial Bank, China Postal Savings Bank successively carried out cooperation of secured loan of start-ups through online or “online plus offline” mode. Among them, the processing time of "e-loan for entrepreneurship" of Agricultural Bank of China has been reduced from the past 45 days to about one day.

　　According to statistics, with the double benefits of policy optimization and online processing, the newly increased secured loan of start-ups has reached 408 million yuan this year, a substantial growth compared with last year.
