　　Classificationstandards of domestic waste

　　Harmful Waste

　　Harmful waste refers to toxic and harmful substances, mainly: usedbatteries, used fluorescent tubes, used thermometers, used sphygmomanometers, used drugs and their packages, used paints, used solvents and their packages, used pesticides, used disinfectants and their packages, used films, used photo papers, etc.

　　Recyclables

　　Recyclables refers to pollution-free waste paper, waste textile, waste plastic, waste metal, waste glass, waste packaging, waste electrical and electronic products, etc.

　　Kitchen Waste

　　Kitchen Wasterefers to perishable wastesuch as end of vegetables, vegetable leaves, peels and shells, leftovers, abandoned food, etc.

　　Other Waste

　　The standard of facilities supporting waste classification is clear and dismantling of the waste sorting facilities without permission is not allowed.

　　Supporting facilities for waste classification should be designed, constructed and checked and put into operation simultaneouslywith the main projects of the newly built, reconstructed or expanded residentialand public buildingsandpublic facilities, etc.The construction cost is included in the total investment of the project.

　　The management or operators of public places such as airports, ports, wharves, stations, parks, shopping malls, stadiums and stadiums, entertainment, etc. shall construct classification facilities for domestic waste in accordance with the standards.

　　No unit or individual can, without authorization, dismantle, remove or reconstruct the facilities for classifying domestic waste or change their uses. If dismantling, relocation, reconstruction or the change of use is needed, approval by the urban administrative department should be obtained first and new waste classification facilities or alternative facilities in accordance with relevant regulations should be constructed, and measures to prevent environmental pollution should be taken.

　　Green consumption is advocated by reducing waste from the source and no disposable tableware shall be provided.

　　Local treatment facilities for kitchen waste shall be provided for new fruit and vegetable production bases, agricultural trade markets, standardized vegetable farms and wholesale markets for agricultural products. For existing fruit and vegetable production bases, agricultural trade markets, standardized vegetable farms and wholesale markets for agricultural products, the kitchen waste shall be able to be disposed nearby or on the spot within half a year after the implementation of the Measures. Institutions or organizations of other types are encouraged to provide on-spot treatment facilities for kitchen waste.

　　Regulations of the "Restriction of the Use of Plastic Bags" shall be implemented and green and low-carbon consumption is advocated. Government procurement shall give priority to the procurement of recyclable products in accordance with regulations. Organs of the government and institutions shall take the lead in using products, equipment and facilities that are conducive to environmental protection. Restaurants and hotels shall set up signs of frugal consumption, and shall not actively provide consumers with disposable tableware and daily necessities.

　　The system of responsible person controls the whole process and the whole society participates in the selection and appointment of supervisors.

　　The system of responsible person is implemented to take charge of classified management of domestic waste. For the releaser who does not resort as required, the person in charge of management can refuse the disposal of waste by the releaser and report to the management department of the jurisdiction.

　　Domestic garbage collection and transportation units shall inform the corresponding responsible person in time and ask for resorting according to the regulations if they find that the delivered domestic garbage does not meet the classification requirements. If the responsible person does not resort or refuse to correct, the collection and transportation units may refuse to accept garbage and report to the urban management administration, which shall work together with the township people's government and the sub-district office for timely settlement of the issue.

　　Domestic waste treatment unit shall require the collection and transportation unit to sort garbage if it finds that the received and delivered domestic waste does not meet the classification requirements. If the collection and transportation unit refuse to sort, the treatment unit may refuse to accept garbage and report to the municipal urban management department.

　　A social supervisor system for classified management of domestic waste shall be established. The urban administrative department shall publicly select and employ social supervisors to participate in the supervision of the whole process of classified management of domestic waste. All units or individuals have the right to complain about and report violation of the regulations.

　　Violators will be punished and their information will be included in the credit platform.

　　According to the Measures, a credit evaluation system for classified management of domestic waste shall be established. Information of units and individuals violating the regulations on shall be publicized on the credit platform and joint punishment will be implement.

　　At the same time, theMeasuresalso clarify the legal responsibility. The collection and transportation units which fail to transport domestic waste to the qualified transfer stationsshall be ordered to make corrections within a time limit. If it fails to make corrections within the time limit, it shall be fined 5000 to 30000 yuan. Whoever mixes hazardous waste, industrial solid waste, etc. with domestic waste shall be ordered to make corrections within a time limit. Failure to make corrections within the time limit shall be fined 5000 yuan to 50000 yuan.

　　Domestic waste treatment units that fails treat waste because of abnormal operation of domestic waste treatment facilities and equipment shall be ordered to make corrections within a time limit If they fail to make corrections within the time limit, they shall be fined 30000 yuan to 100000 yuan.
