Citizens can send letters and faxes to the Public Security Management Division of the bureau. The deadline is December 6.
One dog per household
According to the exposure draft, individuals can only raise pet dogs. Pet dogs are divided into small and medium-sized dogs and large dogs based on height. Each house is limited to one dog and strong dogs are prohibited.
Individuals who keep dogs shall have a legal Identity certificate, full capacity for civil conduct and a fixed residence in this city. The household should live alone. Individualsraising large dogs should have a stable job and are aged between 22 and 60.
Individuals who keep dogs should provide the following materials when registering for dogs: personal identification certificate, information of residence, dog vaccination information, dog photo and dog raising letter of commitment of responsibility. Dogs imported from overseas shall also provide information of inspection and quarantine of issued by entry inspection and quarantine institutions.
Prohibition of walking large dogs during key periods
According to the exposure draft, a large dog is allowed outside only when the dog is walked by adults who have the power to harness the dog. Large dogs are not allowed outside during the following time periods: 6 a.m. to 9 a.m., 11:00 a.m.to 14:00 p.m., 16:00 p.m. to 23:00 p.m. of every day fromMarch to October; and 6 a.m. to 9 a.m., 11:00 a.m.to 14:00 p.m., 16:00 p.m. to 22:00 p.m. every day from November to February in the following year.
Large dogs should wear mouth muzzles and dog chains when going out. One cannot take public elevators with large dogs and walk dogs in public areas such as parks and squares. If it is really necessary to take a public elevator, the dog should wear a muzzle or be put in a dog bag (cage) and the dog rope should be tightened to keep the dog close.
In addition, when bringing a dog out, one should bring the Dog Registration Certificate and a dog rope or a dog chain(the length of the dog rope/chain for a small and medium-sized dog should not exceed 1.5 metersand the lengthof the dog rope/chain for a large dogshould not exceed 1.2 meters). Only when the dog is under the traction of people with full capacity of civil conduct can it be let out. At the same time, people should carry cleaning utensils in order to remove dog fecesin time.
Penalties for Dog-Raising Offenders
Those who do not raise dogs as required by the regulations will be fined 50 to 3,000 yuan depending on the circumstances. According to the exposure draft, dog corpses which are arbitrarily discarded and sold and are without harmless treatment shall be handled by the animal husbandry and veterinary department on the owners’ behalf. The required processing costs shall be borne by the offenders and the animal health supervision institutions have the right to fine the offenders at most 3000 yuan.
It is worth noting that the following behaviors of the dog raisers will be punished: the dog is carried out or not vaccinated as required by regulations; the dog raiserdoes not have the dog registration certificate; dog-raising interferes with the normal life of others; the dog raiser does not cleanthe dog feces on the road and other places in time...Serious offenders will also be investigated for criminal responsibility, and their violations will be included in the integrity supervision system.
In addition, not keeping dogs in accordance with regulations will affect the annual review of dogs. The city will implement a Dog Raising Registration System with a validity period of one year and an annual point review system. The dog owner must apply for annual review within 30 days before the expiry each year with the Dog-Raising Certificate and the Dog Vaccination Certificate. The dog registration agency will conduct the annual review based on the points of the dog owner's violations.

4. Non-sporting dogs such as Pit bull Terrier, Bull Dog, Chow Chow, and Dalmatian;
