On November 4, the reporter was informed that the Office of the Municipal Environmental Committee recently issued the Implementation Plan for the Prevention and Control of Exhaust Pollution from Non-Road Mobile Machinery in Yichang, which means the real starting-point of the initiative in Yichang.

　　Non-road mobile machinery refers to mobile machinery and transportable industrial facilities equipped with diesel engines, mainly including excavators, cranes, bulldozers, etc. Although the amount of non-road mobile machinery is far less than that of motor vehicles, the exhaust pollution of a single such machine is several times higher than that of motor vehicle. Being in the blind spot of exhaust pollution supervision for a long time, black smog is common.

　　The "Plan" requires that the competent authorities of all industries should jointly manage and urge users (units) of non-road mobile machinery to apply for emission signs from the ecological environment department, and comprehensively implement the coding registration of non-road mobile machinery by the end of this year. After testing, non-road mobile machinery is prohibited in the forbidden area if it fails to meet the third-stage emission standards of the Emission Limits and Measurement Methods of Exhaust Pollutants from Diesel Engines for Non-road Mobile Machinery (phase III and IV in China) (GB 20891-2014).

　　Prohibited areas refer to 5 enclosed areas, including the enclosed area of Yanjiang Avenue, Bailin Road, Dongzhan Road, Chengdong Avenue and Xiling 2nd Road; the enclosed areas of Dianjun Avenue (including Zhixiqiao section), Jiangcheng Avenue and Yiqiao Road, the enclosed area of Shiziling Road, Yemingzhu Road, Huanghe Road, Changjiang Road, Tangjiawan Road and Xiling 2nd Road, the enclosed areas of Qilichong Road, Jichang Road, Yingbin Avenue and Zhangjiawan Road and the last enclosed area of Pinghu Avenue, Pingyun 1st Road, Yixing Avenue and Pingyun 2nd Road.

　　Next, the Municipal Bureau of Ecological Environment, together with the competent departments of relevant industries, will strengthen the inspection of non-road mobile machinery in the urban area, urge the users (units) of non-road mobile machinery to complete the code registration of environmental label, and punish those who discharge unqualified or use high emission non-road mobile machinery in the prohibited area in accordance with relevant laws and regulations to ensure the sustainable improvement of atmospheric environment quality in the urban area of Yichang.
