On November 12, the reporter saw in Yichang Shengyuan International Freight Forwarding Co., Ltd. that the goods were was successfully delivered and released based on one form of customs declaration. The whole process from online declaration to delivery and release took only 35 seconds. This was the first "two-step declaration" reform pilot business of Yichang Customs. The release of this order marked the official launch of the "two-step declaration" reform in of Hubei Pilot Free Trade Zone Yichang Area.

　　It was learnt by the reporter that "two-step declaration" indicated that enterprises could submit declaration information and documents in two steps. The first step was that the enterprise can withdraw the goods only by the main information of the bill of lading. The second step was to complete the whole declaration within 14 days since the means of transport were declared for entry. The "two-step declaration" mode has simplified and facilitated the customs supervision, greatly reducing the time of customs clearance and further improving trade facilitation.

　　Relevant principals of Yichang Shengyuan International Freight Forwarding Co., Ltd. said that since adopting the "two-step declaration" mode, more time could be given to prepare customs declaration materials, reducing customs declaration errors; for another, the demurrage time of imported goods caused by waiting for declaration could be reduced which then saved the cost of enterprises.
