　　Yichang Hi-Tech Industrial Development Zone has been chosen as a pilot to promote the reform of “Multi-Regulations in One”, according to the report. At present, the “One Blueprint” and the comprehensive information platform set up in the district have gained primary results with the Business Collaborative Management On The Multi-Regulations in One (Trial) has been issued. Two projects, Baiyang Youth Apartment and Haizheng Chemical Chemical Refinery and Production Base, are being developed for project planning and trial operation. In January 2020, the “Multi-Regulations in One" platform of the high tech zone will be officially launched with multiple samples. By the end of December next year, the city and the counties will jointly complete Yichang’s overall planning of land space at city level, realizing the promotion of the “Multi-Regulations in One”, “One Blueprint” and application system in Yichang.

　　The “Multi-Evaluation-in-One” pattern has greatly reduced the cost for enterprises and saved the time of project approval. Up to now, the city's 18 industrial parks with the total investment of 38.65 million yuan, are carrying out 8 types of assessment, among which 33 enterprises have enjoyed the regional assessment results. Each enterprise has reduced costs by nearly 200,000 yuan each on average. The comprehensive evaluation pattern of “unified acceptance, synchronous evaluation, examination and approval, and unified feedback” is adopted to evaluate some single items. The time limit for approval is condensed from 38 working days to 18 working days.

　　Yichang also take the lead in establishing the digital approval platform of “Multi-Examinations in One” within Hubei province. You had to go to five departments and send eight sets of drawings before the reform. you can simply transmit drawings online and share real-time information without going to any department. The time limit for drawing review is also reduced from more than one month to 15 working days, an efficiency increase of over 30%.

　　The time limit of acceptance of “Multi-examinations- in -One” will be reduced from 57 working days to 10 working days. This year, Yichang has provided tracking services for the completion acceptance of more than 70 projects, and carried out “Multi-examinations- in -One” on 22 projects including the Olympic Sports Center.

　　"One-window integration" information sharing is implemented in our city. With the business registration model of “58 certificates in one” implemented, the registration will be completed "zero paper, zero meeting, and zero fees" in one single day. Yichang has also independently developed a platform of “all-in-one window” for enterprises, promoting the acceptance and approval of registration, seal recording, invoice application, bank account opening, social security registration, provident fund registration within one and a half days.

　　In terms of “Multi-managements- in -One”, Yichang has focused on the promotion of comprehensive law enforcement in five fields, including market supervision, ecological environment, cultural market, transportation and agriculture, and as well as cross-departmental "double random and open" joint supervision(It means the concerned unit will inspectrandomlyselectedentities and the prompt release of results”). Yiling Comprehensive Law Enforcement Bureau has been set up to promote the implementation of comprehensive law enforcement in five economically developed towns, including Honghuatao town and Zhicheng town of Yidu City, Herong town of Dangyang city, Anfusi town of Zhijiang City and Longquan town of Yiling District.

　　Through the implementation of the “Six-pluse- in -One”, the efficiency in examination and approval has been improved in our city. In 2019, the start-up of a business could be achieved within just one and a half days. The process from approval to acceptance of an investment project only take 20 days at the shortest and 88 days at the longest interval. Yichang ranked the firs with the score of 92.26, according to the report of Hubei province on business environment assessment released in April this year.
