Yichang:Contactless Delivery of Daily Goods AchievesFull Coverage

  At 3 p.m. on February 18th, Mr. Liu, a resident fromthe “Langqiaoshuian” residential community in Yichang, received daily commodities like pork belly, cabbage sprouts, potato, lettuce that he had ordered on the WeChat app named “Xiaobei Groupbuying”. The whole process was contactless.

  During the period of epidemicprevention and control, the shopping mode like Mr. Liu’s, which is online order and offline contactless delivery, has been basically achieved full coverage in Yichang.

  Optimize the order mode to smooth the order channel

  How does the government safeguard the daily supplies that dwellers urgently need including necessities and commonly-used medicine after the closed management of the residential communities?

  Under the overall planning and unified deployment of the municipal party committee and the municipal government of Yichang, the promotion of contactless delivery of daily supplies have been carried out in the whole city with the active participation of all relative departments, supermarkets, stores, pharmacies together with the joint efforts of staffs of enterprises, cadres from the community-level government, community workers, property management personnel and all volunteers.

  The “city-wide supermarket order and delivery service network platform” jointly developed by the city bureau of commerce, the government affairs service and big data administration bureau and Three Gorges daily media integration center has been put into use covering main urban area of Yichang. So far, 135 supermarkets and stores has joined the platform with more than 100 store managers providing daily goods ordering services for citizens.

  The platform has attracted wide attention from the public and the number of visiters has exceeded 300,000 in a short time. Citizens can place orders online by clicking “supermarket order” on the WeChat official account named “Yichang China”. At the same time, the bureau of commerce actively guides the key business enterprises to join in the platform and encourages supermarkets to launch online store or WeChat group ordering and delivery services.

  “In addition to the QR codes of 17 stores published on the platform, we have also launched products through the WeChat small program as the technology continues to improve.” According to Yu Sanlu, the general manager of Guomao Group. On February 5th, WeChat small program “Hubei Guomao Online Mall” opened fresh food zone and on the 7th, the “Hubei Guomao Supermarket” WeChat small program was also launched.

  While order methods have been continuously improved, more daily supplies are being sold on the online supermarket including seasoning, snacks, infants nursing, personal care, disinfection and other packages and a variety of items in addition to the original fresh set meal.

  At present, Beishan Supermarket, Guomao Supermarket, Yasi Supermarket, Dongfang Supermarket and Wal-Mart, as well as pharmacies such as Yicaotang, Hongtai, Yifeng, Caizhilin and Tongde have all achieved the operation mode of online mall or WeChat group ordering and contactless delivery.

  Express enterprises resume work to supplement the delivery strength

  On February 16th, stricter close-ended management has been implemented to all residential areas. From February 17th, all stores and supermarkets in Yichang will only accept online or telephone orders. Thoughthe online order channel has been well-made , the relevant delivery force is still a big challenge.

  In order to relieve the pressure of delivery, the Municipal Headquarter for Novel Coronavirus Pneumonia Epidemic Prevention and Control organized and arranged several express delivery enterprises in Yichang to resume work orderly. After the resumption, Yichang Post, SF Express and Jingdong Logistics immediately contacted with stores and supermarkets to assist in supplies delivery.

  On the afternoon of February 18th, He Zhuge from SF Express came to “Xijiangkangcheng” branch of Beishan Supermarket to pick up the goods ad staffs here were disinfecting for packaging goods.

  He said “There are more than 100 orders in ‘Xijiangkangcheng’ branch today, almost all of which are from nearby residential areas.” After loading all the goods, He drove to Changji Science and Technology, Xinyicuiyuan and other residential areas to deliver goods to the designated places.

  After signing the cooperation agreement, Beishan Supermarket and SF Express established a coordination WeChat group for supplies distribution, on which the demand for delivery vehicles will be issued every day and SF Express will arrange vehicles according to the regions and the total amount of supplies. On February 18th, SF Express completed supplies distribution task for more than 30 supermarkets in the city.

  In order to ensure timely delivery of daily supplies, on February 17th, Guomao Group signed an agreement with Yichang Jingdong Logistics. From February 19th, Yichang Jingdong Logistics will be responsible for assisting in the delivery of daily supplies.

  At present, Yichang Post, Jingdong Logistics, SF Express, ZTO Logistics, Debon Logistics, Danniao Logistics has resumed work and more than 890 employees have returned to work, which can effectively supplement Yichang daily supplies delivery strength.

  Community participation to improve delivery chain

  After the outbreak of novel coronavirus pneumonia epidemic, municipal government cadres and ordinary CPC members rushed to work in community-level government and the frontier to fight the epidemic and they were often seen helping with community residents’ supplies distribution.

  Li Jun, chief of the transportation department of the municipal development and reform commission, lives in Hengdadijing residential community. As a CPC member working in community-level government, she would show up the gate of the community on time at 9 o’clock every morning waiting the delivery car from Beishan Supermarket to help with the distribution of goods.

  This residential community has 16 buildings, 32 units with a total of more than 2,900 households. In order to strengthen epidemic prevention and control, all buildings in this residential community are under close management since February 13th. In order to safeguard daily life of residents, more than 100 government cadres, CPC members, as well as property management and community workers, constitute a perfect system to guarantee the final chain of supplies distribution.

  Since close management of the residential community, residents’ supplies are ordered unified by staffs from the residential community. “At present, the residential community arranges special personnel to contact with the Three Gorges Logistics Park, Beishan Supermarket and Yasi Supermarket, which can effectively guarantee daily supplies of the whole residential community.” Li Jun said. He also added that all the supplies will be delivered in batches at different times to avoid cluster delivery.

  When goods are delivered to the residential community, Li Jun and other staffs will classify goods ordered by the residents according to buildings and send goods to downstairs of each unit. The CPC members who are on duty downstairs of each unit will inform residents to take delivery of goods in batches.

  In Tujietou community, there are more than 3,000 people over the age of 60. For the elderly who have limited movement or don’t know how to use mobile phone to order, CPC members in community will take the initiative to contact everyday to inquire demand. Zhou Mingyan, director of the community said, “we will provide separate services for ordering and distribution of daily supplies for the elders.”

  By the end of February 16th, the total number of CPC cadres involved in epidemic prevention and control to work in communities of all units reached 5,200. They interpreted the mission and responsibility of CPC members with practical actions and made their own contributions to winning the battle of epidemic prevention and control.
