On March 30, the Office of Yichang Municipal Government issued the Opinions on Speeding Up the Pace of Identifying theScale-qualified Enterprises to lay a solid foundation for developing high-quality industries.

　　According to the Opinions, no less than 300 small and micro growing enterprises will be identifiedas the scale-qualified enterprises to establish ahierachical cultivation bank and implement the strategy of “SingleAssisting Policy for SingleEnterprise”. The Financial Office of Yichang Municipal Government and the county-ship government will respectively give a lump-sumaward of 100, 000 yuan and a matching award of no less than 100, 000 yuan to encourage the fresh-identified scale-qualified enterprises. Meanwhile, special funds will be providedto the scale-qualified enterprises.The county-ship governmentcan provide a certain sumof dispatching funds tothe fresh-identifiedscale-qualified enterprises every year after the identification; and priority will be given to the enterprises conforming to the application conditions in allocatingthespecial funds ofindustrial technological transformation, scientific and technological innovation and development and equity investment funds.

　　According to the Opinions, a long-term “Government-Bank-Enterprise” cooperation mechanism will be established to ease enterprises’ financing problems. Exactly, themeasures include giving full play to the role of equity investment funds guided by the industriesof the Three Gorgesregion, investing in the scale-qualified enterprises and promoting theenterprises to strive for being lidentfied as the national high-tech enterprises and the best manufacturersof a certain industry.

　　According to the Opinions, two measures will be adopted to support small and micro industrial enterprisesto expand the market. Firstly, the government will fully play its guiding and stimulating roleby reserving government’s procurement shares for small and micro industrial enterprises. Secondly, itwill actively guide and support small and micro industrial enterprises to play a part in the municipal key industrial chain. The Office of Economic and Information will issue a list of supporting projects every year and organize activities to enhance the industrial cooperation in technical link and marketing among the enterprises.
