According to the Yichang Municipal Cultural and Tourism Bureau, the flood season in 2020 is coming, together with more frequencies of torrential rain, gale, thunder and lightning and other extreme weather and more possibilities of debris flow, landslides and other geological disasters, which will severely threaten the safety of outdoor adventurers, therefore, a warning themed “safe adventure, happy travel” was released on May 18 by the Yichang Municipal Cultural and Tourism Bureau according to the “Notice onStrengthening the Safety Management of Outdoor Adventure in Yichang” in order to strengthen safety management of outdoor adventure and protect outdoor--sports lovers’ life and property.
The warning says tourists shall not go for outdoor adventure without professional knowledge and equipment.
Participate in activities rationally with safety precautions
Tourists should fully understand risks of the project and make a comprehensive assessment of own physical condition and professional skills before activities. Tourists should partner with others and think twice before heading to depopulated zone. Tourists should avoid adventure by impulse or for excitement only and activities organized by unqualified groups or groups without records or without safety guarantee. In addition, travel-accident insurance and medical insurance are recommended.
Prepare well to reduce risks
Outdoor adventure package tour tourists should not act alone to avoid losing contact with group. Self-driving tourists should check the condition of cars, having enough supplies, traveling with groups, preparing walkie-talkies in advance and renting satellite phones when necessary to ensure unobstructed communication. In case of terrible weather or physical discomfort, tourists should adjust itinerary in time, not forcing to travel; formulate specific plans (entry and exit areas and routes, personnel arrangement, supporting measures, etc.) and file with relevant county’s or city’s culture and tourism bureau five days in advance.

In case of a sudden emergency in outdoor adventures, organizers and participants should launch self-rescue plan in time, taking effective rescue measures, keeping calm to save themselves and helping each other in time, and evacuate from dangerous area as soon as possible. Those in need of external assistance should seek help from professional rescue groups and local government in a timely manner, saving energy and being patient while obey command and avoid confusion during the process of waiting for rescue.
Obtain professional knowledge and no wandering into dangerous areas
Tourists should master necessary professional knowledge of natural environment, first aid, outdoor adventure and conduct adventure activities under the guidance of professionals, not venture into undeveloped or closed forest farms,conservation areas, canyons, rivers, lakes, reservoirs and other high-risk areas without authorization.
No self-willing activities or A paid rescue in front
In case of extreme weather warning, it is strictly prohibited to conduct all outdoor adventure activities with potential dangers, such as mountaineering, river tracing, stream descent, crossing, camping and cave exploration. In accordance with the principle of “The one who initiated, organized is responsible for any consequences”, safety responsibility of the team should be implemented while team members who have caused serious consequences should be investigated for responsibilities according to the relevant law. Those who carry out outdoor adventure irrationally, thus leading to the use of public resources for rescue would be required to pay for the cost of rescue.
