The Measures for Dog Keeping in Yichang Urban Area (hereinafter referred to as Measures) is to be implemented this month, being a hot topic among the citizens. On July 2, jointly held by the Yichang Municipal Public Security Bureau, Justice Bureau, Commission of City Management and Center of Husbandry and Veterinary, the news briefing explained the Measures as well as its background and answered the questions thatcitizensare concerned about.
Definite items and measures of management in Measures
Management areas
The districts defined as the dog-keeping management areas and adaptive to the Measures are as follows: Xiling District ( Gaoxing District and Dongshanyuan District are included); Wujiagang district; Dianjun Street in Dianjun District; Gulaobei Street of Xiaoting District and the completed urban area in Yiling District.
Responsibilities of the bureaus
The Yichang Municipal Public Security Bureau is theadministrativedepartment responsible for the dog-keeping management in the urban areas. At the same time, the divisions of obligations are respectively arranged to the law enforcement administration in urban management, the departments of Husbandry and Veterinary, Hygiene and Health and Housing and Urban-Rural Development andthe duties of each department are specifically illustrated.
Management measures
The first item is the restraint on the categories and number ofdogs to be kept; the second item is to carry out the system of rabies immunity; the third item is practice the system of dog-keeping registration; the fourth item is to explicitly state the norms of conduct for dog-keeping with the corresponding administrative punishments set up.
Measuresto be implemented from this monthin four stages
The first stage is for publicity and mobilization. From the very day of implementation, the full coverage of the publicity for dog-keeping management should be realized to inform all dog keepers.
The second stage is for centralized registration. From July 6, the centralized registration of the dogs that have been kept will be launched out by home publicity to those citizens who keep dogs in the management areas in order to tell them the registration requirements and the handling procedures for keepingdogs. Those who keep forbidden dogs will be asked to send their dogs to the animal shelters or non-urban areas, and people who keep more than one dog are also expected to do so.
The third stage is for special rectification. Under the leadership of the government in the districts, the public security bureaus and the departments of city management, market supervision and management in all levels as well as the communities will be organized to carry out the special rectifications to standardize the dog-keeping conducts.
The fourth stage is for normalcy consolidation. With the completion of the centralized rectifications, the departments are projected to check if there are loopholes and consolidatingthe measures in light of the dog-related problems of the people’s pressing concerns so as to establish the normal and long-term mechanism for dog-keeping management. Through the halt-year management, we hope to see the civilized dog-keeping behaviors of the citizens and the basic solution todog-related problems as well as the significant improvement of the people’s sense of security and satisfaction.
Dogs without owners on the spot ordog licenses to betakenas homeless dogs
In order to getdog-keepersaccustomed to civilized dog-keeping, the city management department is going to launch the two-months special rectification against bad influence on the city environment resulted from the dog-keeping from September 1 with the regular inspection and citizen’s complaints as the main sources. We will impose persuasions and a stricter punishment on such unlawful behaviors. As for those who don’t clean the feces of dogs on the road or any public places, we will order them to do the cleaningand a fine of 50—200yuan can be imposed. In the meantime, the city management department is expected to work with the departments of public security, forestry and garden to study and meet the needs of the citizens for walking dogs in public places and set up the boxes for dogs waste, to improvethe convenience-for-people measures.
The homeless dogs were used to be defined as those who didn’thave owners, resulting from being abandoned by owners, lost by themselves or born to be homeless. The city management department is projected to catch the aforementioned dogs as well as the dogs without owners on the spot and dog licenses in accordance with the Measuressince its implementation. Meanwhile, the purchase of services to entrust a third party to catch stray dogs through the channel of governments is also available while the specific practice plans should be made by the governments in the districts in light of the realities. Combining the fulfillment of the departments’ responsibilities with the co-management of the whole society, people will take the initiative to find and catch stray dogs to ensure the safety and cleanliness of the city.
After adog is caught, it will be transferred to the Dog Reception Service Station in Yiling District according to the Measures, and be immunized. The station, which began operation on July 1, has a designed capacity of 2,000 dogs and will effectively solve the problem of reception of stray dogs in urban areas.
Free for dog-keeping registration and issuance of dogs’ license
The Measuresis issued mainly to solve people’s strong complaints, such as dogs hurting people, dogs disrupting people, feces negatively affecting the environment and dogs’ immunityregistrations. There are clear regulations on the behavior of dog breeding, which can be summarized as: registration of dogs, regular vaccination, no prohibited dogs, no abandonment of dogs, walking dogs on leashes, actively avoiding others, cleaning dogs’ feces and taking responsibility for injuries.
In order to maximize the convenience of the public, the basic information of dogs will be recorded in the registration management system for dog-keeping in Yichang by the animal diagnosis and treatment institutions after the owners receiving rabies immunization in the institutions, meaning the completion of the registration of immunity information by which the registration and declaration for dog-keeping will be available. The Municipal Public Security Bureau has developed a mobile terminal input system for dog management system. Citizens can enter information through "citizen’s e-home " on their mobile phones. After declaration uploaded, they can obtain the e-dog license through auditing. Specific information in the animal diagnosis and treatment institutions and of e-dog license can be searched on the "pet baby”, a WeChat small program. For the elderly, the disabled, the blind and other special dog keeping groups, the police and community grid administrators will help them complete the online registration operation and review and obtain the dog licenses. After the approvalof the online audit in the community and the police station, the dog-keepers can choose to directly receive the e-dog licenses in the community, or to receive by express mail.

Keeping large and fierce dogs in property management areas to be fined with dogs confiscated
In order to maintain good public order and ensure the personal safety of the people, the Measuresstipulate that large dogs and fierce dogs are not allowed to be raised in urban areas, and the breed and standard of the forbidden dogs have been announced to the society.
The 31 breeds banned include Tibetan mastiff, German shepherd, Akita, Matsushita and bullfight, which have been announced to the public.
For those who violate the regulations to raise dogs with strong and large size, the Measures clearly stipulate that the public security department shallorder them to correct within a time limit, and those who refuse to correct shall be fined between 200 yuan and 500 yuan.If the property management area violates the Regulations of Hubei Province on Property Service and Managementto raise dogs, theMeasuresstipulates that the public security department shall punish it in accordance with the Regulations(Article 72 of the Regulations: An owner or user of a realty who, in violation of the first paragraph of Article 58 of these Regulations, raises a fierce dog or a large dog in the realty area shall have his dog confiscated by the public security organ and be fined not less than 5,000 yuan but not more than 10,000 yuan).
22 animal diagnosis and treatment institutions undertake immunization
The dog immunization in Yichang city is managed locally and socialized. The immunization is carried out by the existing 22 animal diagnosis and treatment institutions in Yichang City (including Yiling District), and the detailed list will be released soon. We will strengthen veterinary rabies vaccine management, ensure that all used veterinary rabies vaccine must be marked with veterinary drug traceability code and can be inquired in the national veterinary drug traceability system.
The procedure of immunization service is to be standardized. The animal diagnosis and treatment institutions uniformly post the public price of rabies vaccine for veterinary use, and establish an electronic ledger for rabies vaccine for dogs, so that the data can be inquired in real time. We will strengthen supervision of qualifications of the animal diagnosis and treatment institutions. Those who, within one year, use false rabies vaccines for animal treatment, fail to perform the duty of reminding 15 days before the expiration of the validity period of dog immunization, or violate relevant laws and regulations concerning animal epidemic prevention, veterinary drug management, and animal diagnosis and treatment management will be disqualified as designated units for dog epidemic prevention.
In order to ensure that dogs’dead bodies are strictly harmlessly treated, the Yaqueling Animal Harmless Treatment Center in Yiling district undertakes the harmless treatment of urban dogs. The collected sick and dead dogs shall be subject to information-based supervision, and shall be recorded in the monitoring information platform for the harmless collection and processing of sick and dead animals so as to achieve "no loss of sick and dead dogs, no spread of disease, no pollution of the environment, no blind spots in supervision and no accidents in safety".
