(On August 21) The list of the first batch of national legal government pilot areas and projects was officially announced. Yichang, the only nominated city in Hubei, is among them, according toone of the office of Yichang Municipal Party Committee.

　　In order to set an example for the construction of a national legal government in the new era, and to further encourage all involved units in various regions to make sure of their disadvantages, make up for the weakness and stimulate motivation, the Office of the Central Committee for the Rule of Law has organized and launched a law-governed campaign for the construction of such government since July 2019. Based on the principle of objectiveness, fairness, openness, transparency, anti-formalism, and pragmatic results, the event has seen the provincial preliminary review, third-party evaluation, public satisfaction evaluation, on-site inspection, and social publicity. After the approval, the Central Committee decided to name the first batch of pilot areas and projects for the construction. 40 cities (counties/districts) including Yichang have emerged from the 1,847 declared areas and been listed in the first batch of the "would-be national legal government (counties/districts).

　　For a long time, the Municipal Party Committee and the Municipal Government has been on the way to promote the major tasks and the main projects of the construction of a legal government and take the construction as the key to implement the strategy of ruling the country by law, optimize business environment and achieve a high-quality development in Yichang. Remarkable achievements have been made in terms of enhancing government awareness of decision-making under the rule of law, developing scientific legislation services, continuously optimizing business environment under the rule of law, deepening the reform of the administrative law enforcement system, providing more convenient and efficient public legal services, diverse social governance at grassroots level, and ensuring accurate popularization of the rule of law. The performance appraisal for the construction of the rule of law in Yichang in 2017, 2018 and 2019 has ranked first within Hubei for 3 consecutive years.

　　In the next stage, our city will closely integrate the current key tasks such as preventing and controlling the epidemic according to law, optimizing the business environment, and modernizing city governance. Accordingly, our city will see the nomination as a new starting point tofurther fulfilltherequirements of comprehensively governing the country by law, continue to boost the construction ofa legal government, consolidateand upgradethe construction at the city level, and achieve an overall constructionat the county level, sparing noeffort to make theconstruction of a legal government a labelof Yichangandensuring that our city’s pilot work takes the leadwithin theprovince to create a good environmentof law toadvancehigh-quality development, makeprogress in various tasks, win the campaign against poverty, achieve overall prosperity, and accomplish the"13th Five-Year Plan".
