Yichang Customs approvedtheapplication within five minutes. This was thefirst customs business of Yichang Comprehensive Bonded Zone.It meantthe companycouldenjoy the tax policies of comprehensive bonded zoneahead of schedule when importingself-use machines and equipment.
In the past, only when the Comprehensive Bonded Zone passed national examination, could companies registerin the zone, install and debug imported equipment and engage in production. “But it is too time-consuming.”YichangCustoms officer said.If candidate enterprises wanted to catch up with time and install and debugequipmentahead of schedule, they would have to pay tax in full.
In 2019, the State Council issued the "Several Opinions on Promoting the High-Level Openingup and High-Quality Development of Comprehensive Bonded Zones" (Guofa (2019) No. 3). It allowedcompanies to prepositionregistrationand installation and debugging of machines and equipment, which enabled companies to be able to engage in productionimmediatelyafter the comprehensive bonded zone passes national acceptance.
On January 9 this year, Yichang Comprehensive Bonded Zone was established with the approval of the State Council, becoming the first comprehensive bonded zone approved in Hubei province except Wuhan. Wuhan Customs agreed that candidate companies could enjoytax policies of the comprehensive bonded zone after they submitteda written application, a list of machines and equipment and related certification materials.In earlycontacts with 25 companies to settledown, Yichang Customs had learned that Yichang OMAR hopedto install and debug some imported testing equipment in advance. The Customs immediately dispatched staff to follow up and assistedthe company in obtaining permits and settingup an electronic account book for the equipment.
