She isconfident of exploringa larger overseas market since the Three Gorges LogisticsPark hasbeen smoothly approved as a trade pilot of national market procurement standard on November 10th.

　　She has been running her seasoning shop for many years, and even receives foreign ordersfrom Brazil and India every year. They faced various challenges in export by the way of general trade in the past, such as the high customs cost, a shortage of containers and heavyprocedures. However, all her troubles will be solved asthe Three Gorges LogisticsPark is authorized as a trade pilot, according to her interview.

　　The mode of trade in market procurement refers to the mode of trade in which qualified operators purchase goods in the market approvedby Ministry ofCommerce of the People’sRepublicofChina (MOFCOM), the value of goods on the single declaration is less than $150,000, and the customs clearance procedures for export commodities are handled at the place of procurement. MOFCOMand other seven ministriesjointly issued a document to add 17new trade pilots for market purchasing on September 15th. Three Gorges Logistics Park, listed in the 17 newly-added trade pilots, is the only one approved in the province.

　　“Compared with general trade, suppliers and purchasers do not have to deeply participate in foreign trade, and small and medium-sized businesses without international trade ability can also simply take part inexternaltrade.Besides, we can handle export clearance procedures directly and exempt from value-added tax for merchants by the way of market procurement.” said the leader of market procurement trade in the Three Gorges Logistics Park. There is a low threshold of entering the market procurement to bring a lot of conveniences like smooth clearance, preferential taxtreatment and flexible foreign exchange management. In this business environment, the vitality of small and medium-sized enterprises that are “timid and innocent” is activated, and the problem of merchants export trades without declaration that are “small and varied” is solved.

　　After holding a special conference, Wujiagang Districtcommittee and district government established a special team in charge of trade pilot of market procurement to enter the Three Gorges Logistics Park and guide the start-up of various facilities constructionforaccelerating the trade pilot of market procurement in the Three Gorges Logistics Park. Under the guidance of the special team, the Three Gorges Logistics Park will build a working platform, increase investment promotion and expand the combined effect of market procurement trade.

　　“At present, we set about building a network information platform according to the principle of traceability, risk control and responsibility assumption to provide one-stop services for all kinds of e-government affairs, such as customs declaration, inspection, tax-free filing, and exchange settlement for business operators of market procurement trade. At the same time, we actively cooperate with Yichang customs to optimize the program of port inspection and release and achieve thepractice of‘one-timedeclaration, one-timeinspection and one-timerelease’,”said Wang Xinchun, the head of the special team.

　　The Three Gorges Logistics Park now is further cultivating the main body of the market.Up to now, there have been81 businesses of qualification changes and confirmation, 79 registrations of foreign trade operators, 78 registrations of customs and 68 transactions of E-port card.
