Yichang Government Affairs Service Center,Yichang Commission of Urban Managementand the Yichang Public Security Bureau jointly issued the Implementation Plan for Opening the Parking Lots of the Yichang Government-affiliated Institutionsto the Publicon June 25.10 parking lots of the government-affiliated institutionsin the first batch will be open to the public since July 1.

　　The parking lots of the 10 qualified government-affiliatedinstitutions, including the office areasof the Yichang Commerce Bureau and Yichang Bureau Statistics, Administrationfor Market Regulation of Yichang, Yichang Federation of Trade Unions, Yichang Rural and City Construction Bureau,Yichang Logistics Development Center, YichangUrban Management and Law Enforcement Commission, YichangEnvironmental Health Administration, YichangCivil Affairs Bureau and YichangBureau of Human Resources and Social Security, will be open to small passenger cars of no more than seven seats on weekendsand holidays.

　　According to theImplementation Plan,unqualified institutionsshould upgrade theirparking lotsactively and improve the parking management. After reaching the standard of opening, theirparking lotswill be opened to the public freely. Due to the outsourcing of parking management services and other reasons, the parking lots of government-affiliatedinstitutions that do not have the conditions for free opening can charge according to the charging standards stipulated by thelocaldevelopment and reform department, and shall not charge over standard.The qualified institutions should strengthen the management of parking lots, clarify the rights and responsibilities and protect the legitimate rights and interests ofthemselves and the public who park there.
