Chi Ru'an, one of the winners of the National Science Fund for Distinguished Young Scholars, director of Hubei Three Gorges Laboratory and chief scientist, was recently certified as Yichang's A-level talent and gets his “Yichang Talent Card”. He is the first recognized talent who does not have Yichang hukou(household registration) and can live in the Sanxia International Talent Residential Complex for free. Up to now, six talents who do not have Yichang hukou have obtained the “Yichang Talent Card”.

　　During the Second “330” Sanxia International Talents' Day, Yichang released the “1+4” talent policy (Version 3.0). In accordance with the standards of C-level talents and above, the authorities provide registration and certification services of “Yichang Talent Card” for the talents who have Yichang hukou working in other cities. When the certified talents are in Yichang for technological exchanges, project cooperation and commercialization of scientific and technological achievements, they are offered services including 24-hour VIP services at Yichangdong Railway Station and Sanxia Airport, free accommodation at Sanxia International Talent Residential Complex and easier access to medical care. Also, they can participate in high-level activities, such as government decision-making consultation, city leaders’ night salon, etc.

　　Since the launch of “Yichang Talent Code”, an app which provides services to talented people who are employed in Yichang for the first time, 108,600 people have registered and 77,100 talents have been offered corresponding services. 15 services of nine categories in Phase I have been carried out, and the services in Phase Ⅱ will be introduced within this year.
