In order to draw lessons from the recent casualties and property damages caused by unauthorized demolition and modification of load-bearing structures of buildings in other cities, the Yichang Municipal Safety Production Management Committee has launched a special campaign for rectification on the illegal demolition and modification of the load-bearing structures of buildings in the whole city from June 1 to October 31.

　　The campaign aims at inspecting and rectifying all the conducts of illegal demolition and modification of load-bearing structures of buildings, focusing on the cases of building reconstruction, expansion, and decoration for the purposes of production and operation in the densely-populated places and public assembly occupancies, such as offices, hotels, fitness rooms, training agencies, nursing homes, cinemas and KTV rooms, as well as private residences bearing demolition and modification of the same sort.

　　The inspection focuses on the fulfillment of the application procedures of the large-scale reconstruction, expansion, decoration and renovation, the record filing of small projects such as home decoration and premises renovation submitted to the local sub-district office by the owners or users as regulated and the authorization in the cases of demolition and modification of the main structures and load-bearing structures, including preparation of the design scheme by the original designing institution or a certain eligible design institution, as well as the entrustment to a certain qualified demolition and modification undertaker, and the qualification of the designing, supervising and undertaking parties of building reconstruction, expansion and decoration.

　　The malpractices of demolition and modification of load-bearing structures will be dealt with seriously. Exactly, the conduct of illegal demolition and modification of load-bearing structures detected in the reconstruction, expansion, or decoration projects above the limit shall be promptly stopped by the quality and safety supervision agencies at all levels or the case shall be transferred to the governmental departments with law enforcement power, including urban administrative department, and punishments shall be imposed according to relevant laws and regulations. For the reconstruction, expansion, decoration and renovation projects below the limit, the special campaign of rectification shall be implemented by the township departments (including subdistrict offices), the communities or the related property management units under the coordination of county-level and district-level special committees of construction.
