Recently, the reporter learned from the Yichang Civil Affairs Bureau that in order to further deepen “the reform to streamline administration, delegate powers, improve regulation and strengthen services” in the field of marriage registration, and dedicate themselves to practical actionsto serve the people, the marriage registration authorities of Yichang City have all commenced providing the administrative service of inter-provincial marriage (divorce) registration for mainland residents since June 1, as re-upgraded service of marriage registration since the implementation of inter-provincial and inter-prefectural government services in March.
It is reported that in Hubei Province, the registration of marriage (divorce) among mainland residents used to be handled by the marriage registration authority in the place where the permanent household of either of the two parties was registered, and now the registration can be handled by the marriage registration authority in the place where the permanent household of either of the two parties was registered or his or her habitual residence is located. After the commencement of this service, the two parties without permanent household registered in Hubei Province can apply for marriage (divorce) registration at the marriage registration authority in the place where the residence permit of either of the two parties was issued or where the permanent residence of either of the two parties is located, by showing the residence permit of either of the two parties, the household registers and ID cards of both parties. Either or both of the two parties with a household register of Hubei Province can apply for marriage (divorce) registration at any marriage registration authority in the province. The marriage registration between one party in active military service and the civilian party can be handled by the marriage registration authority in the place where the troops of the in-service party station, or the permanent residence of the in-service party was located before his or her enlistment, or where the permanent residence of the civilian party is located or his or her residence permit was issued.
