A press conference on the promotion of the sustainable development of community economy was held in Xiling District on December 14, making an in-depth explanation of the recently released scheme (trial) for the implementation of sustainable development of the community economy in Xiling District. In order to support the sustainable growth of the community economy, the district will employ the strategy of “overall promotion and pluralistic development” in 2024，aiming at achieving the annual GDP of 5 million yuan of 4 communities, 2 million yuan of 2 communities, and 1 million yuan of 3 communities among 66 ones after two years’ endeavor.

　　In order to promote community economy development and the modernization of governance system and capacity, various development modes have been explored in Xiling District in view of the assets of each community. The communities with favorable economic conditions are encouraged to establish community-based enterprises, with community residents’ committees as special legal persons through independent entrepreneurship or revitalized resources to fully explore the value of idle assets, with the community public resources developed, packaged, and operated collectively. For communities with limited peripheral resources but ample funds, they are encouraged to develop enclave economy by seeking for resources in industrial parks or outside the community and establishing industrial projects. Communities with limited resources can collaborate to integrate available resources and expand the collective economy by establishing joint ventures and holding collective shares.

　　In addition, Xiling District empowers the development of the communities in various ways to overcome the difficulties of governance, including the resources and professionalism inadequacy and professionalism shortage of some communities. The endogenous driving power will be strengthened to integrate the community economy and grassroots governance with livelihood services, thereby increasing the sense of happiness and achievement community residents.

　　In the next phase, Xiling District will concentrate on improving livelihoods by leveraging the community’s strengths in multiple ways and further developing the community economy. With a market-oriented, revitalized, standardized operation of community idle resources, the district will focus on the projects of livelihood services, residents living services, and public services to meet the residents’ requirements and achieve win-win economic and social benefits.
