Yichang has been putting forth effort to cultivate a group of leading figures in wealth creation under the guidance of Party building over the recent years. The implementation of the Party member wealth creation plan has led to the birth of more than 4300 Party member leaders in wealth creation. Over 2000 village-level reserve leaders have been recognized in the activity of excellent grassroots leader recruitment. In addition, besides the appointment and recruitment of 37 Party secretaries for the villages, the enhancement of all the villages in Yichang implemented the policy of appointing or recruiting for each village an excellent multi-faceted leader in charge of grassroots Party organization, village committee, and village collective economic organization, having them play the role of “bellwethers” for the development of village collective economy.

　　Yichang has innovatively developed incentive methods for village-level collective economy, and has taken the lead in introducing the “Guiding Plan for Encouraging Village Cadres to Develop Village-level Collective Economy” in the province. The focus of collective economy development was put on stimulating the endogenous motivation of village cadres, and the collective operating income was linked to the salary income of village cadres. In 2023, Yichang fulfilled a reward of 22.5769 million yuan for the development of village collective economy, and 3935 village-level leaders won the award.

　　Based on the industrial advantages of the village, Yichang has tailored a “multi-policies for every village” approach to increase the income of the villagers and to invigorate the villages by exploring an industry- and-policy-driven and multi-lateral cooperation path. Project lists of village-level collective economic development were established annually to plan at least two paths to increase operating income and to ensure an“industry-supported, income-guaranteed and development-sustained” situation at the village level. As a result, ten replicable and promotable modes to develop collective economy such as resources-revitalization mode, joint-development mode and asset-share mode have been created and they have been recommended by the Hubei Provincial Department of Agriculture and Rural Affairs.

　　Since 2019, Yichang has won a total of 342 supported projects of new rural collective economy worth 184 million yuan, as invested on the industrial development of each village with supported projects have been implemented in each project village for the stable increase of income of the village collectives.(Reporter/ Jie Xingwei.
