On October 25 and 26, the 15th National Civil Affairs Conference was held in Beijing. The conference honored outstanding collectives, model workers and exemplary individuals within the national civil affairs system. Yichang Municipal Civil Affairs Bureau was awarded the title of “Outstanding Collective in the National Civil Affairs System,” while Xiong Changying, Director of Yichang Municipal Social Welfare Institute, received the title of “Exemplary Individual in the National Civil Affairs System.”
Over the past five years, the civil affairs system in Yichang has diligently expanded the scope of social assistance and social welfare, actively constructing a tiered and categorized social assistance system. The number of beneficiaries of livelihood security measures and charitable donations benefiting impoverished individuals has multiplied. The various support standards for those in need have nearly increased eight times compared to the previous five years, resulting in a marked improvement in their living standards.
As an excellent representative of those working in civil affairs, Xiong Changying has continuously innovated over the past decade. She has formulated quality standards for elderly care, established a medical institution that integrates medical and elderly care, and assembled a multidisciplinary psychological service team. She has injected compassion into every aspect of elderly care services, dedicating herself to fostering a happy life for over 500 elderly residents.
At this awards ceremony, Hubei Province had eight organizations recognized as “Outstanding Collectives in the National Civil Affairs System,” with five individuals honored as “Model Workers” and four as “Exemplary Individuals.” Yang Qingshan, Party Secretary and Director of Yichang Municipal Civil Affairs Bureau, attended the conference in Beijing as a representative of Hubei Province and received the award on stage.
