Yichang has recently issued the Three-Year Action Plan (2026–2028) for Deepening Reform of Industrial Workforce Development, aiming to further advance and consolidate the reform. According to the plan, Yichang will focus on strengthening the industrial workforce as a key pillar by fully implementing six major reform initiatives (encompassing 18 specific measures) and actively promoting a new “industrial park+” model. By 2028, Yichang plans to cultivate 10 exemplary “industrial park+” reform models, establish 100 benchmark enterprises, foster one national-level Grand Craftsman, 10 provincial-level craftsmen, 100 municipal-level craftsmen, and 1,000 county-level craftsmen, and add 30,000 highly skilled personnel. These efforts will support the development of a first-class industrial workforce and provide solid workforce backing for Yichang to become a leading area in Hubei’s strategic development as a regional pivot.
