On the morning of July 6, the signing ceremony of the distinctive project, which aims to build the New District into an ecological and smart city, was held in Yichang. The project is also related to the overall development of Yichang City
　　Relying on the information and technology as well as outsourcing services, the would-be modern services industry gathering area will lead us to stride toward a modern city that we have been dreamt of.
　　Learn from Examples, and Follow the Trend in Restructuring and Upgrading Itself 
　　Yichang is facing restructuring and upgrading.
　　Statistical data show that the proportion of the service industry of Yichang is much lower than the average levels of the first-tier and second-tier cities and the national average level, and also lower than the most cities of the same level in the middle region.
　　Undoubtedly, this indicates the disadvantage in Yichang\'s development. However, this also means the potential for the future development of Yichang.
　　The new municipal government leaders focus on upgrading the city in terms of modern service industry. On August 16, 2012, when inspecting the Xiling District, Huang Chuping, the standing committee of the Provincial Committee and the Party Secretary required that the groundbreaking development in modern service industry should be achieved.
　　Afterwards, after several more inspections, the relevant departments proposed to build Yichang New District into an ecological and smart industry city by learning from Dalian, Wuhan, Tianjin, Suzhou, in order to facilitate the modern service industry development in Yichang.
　　According to the blueprint, Yichang ecological and smart industry city project, located in the Shiban village of Xiling District and Meiziya Village and Guo Village, will cover an area of 12.6 square kilometers and more than 1.5 million square meters of construction industry platforms.
　　It is one of the key projects that have been put into operation under the general principles of prioritizing the development of advanced equipment manufacturing and modern service industries. The goal set for the latter is to achieve breakthrough development and turn Yichang into a gathering place of the first-rate modern service industries.
　　"The ecological and smart city, and modern service industry, this is a good theme. The service industry, especially modern service industry, is a main strategic goal to achieve in China\'s economic structural adjustment. " On the signing ceremony of July 6, an expert and leader gave his speech in a forceful voice, which drew extraordinary attention.
　　The eloquent speaker is Wu Xiaohua, the director of Macroeconomic Research Institute of National Development and Reform Commission. He points out that Yichang has caught up with the pace of the industrial restructure in China, which means that it is not far away from the goal of modern megacity.
　　At the meeting, Wu Xiaohua also said that the arterial traffic along major rivers will develop to the inland from the coast, which is the universal law of the world\'s economic development. He said that the entrepreneurs who invest in Yichang can seize the strategic opportunities and follow the mainstream.
　　What is it the mainstream?  Wu said that it is the development goal that has been proposed by our Central government, i.e. to build the Yangtze River economic belt as the new drive China\'s economy. And Yichang is just at an important location along the Yangtze River economic belt.
　　The sincere and inspiring speech has won waves of warm applause from the entrepreneurs.
　　Indeed, the transformation from the industrial economy to the service economy is the historical trend of the world\'s and China\'s economic development. It is the best way for Yichang\'s leapfrogging development to firmly grasp this historic opportunity to promote the city\'s industrial restructure and upgrade.
　　Yichang has not missed this historic opportunity, but followed the mainstream, and has loudly proposed to construct "an ecological and smart city".
　　Visionary Planning: Fostering Industry and City Development Together
　　On the day of the signing ceremony, the municipal government and China Railway Signal & Communication Corporation (CRSCC) signed a strategic cooperation agreement, and the Development Promotion Office of Yichang New District signed a cooperation intention agreement with Emerson Network Power, Jiucheng Mapping Group, BlueFocus Communication Group and Hong Kong Esquel Group.
　　These agreements have taken us great efforts. According to the Municipal Commercial Affairs Bureau and the Municipal Merchants, in March, 2013, after the project of building an ecological and smart industry city was signed in an intention agreement at the "Promotion Council of Yichang - Hong Kong & Guangdong cooperation Projects", construction projects investors such as CRSCC, Dalian Heng Rong Corporation, Singapore Fanrun Corporation, IBM, Zhongrong International Trust Corporation, which intent to settle in such as Deutsche Telekom, Sutherland, Emerson, and that education and training institutions such as Shenzhen Research Institute of Tsinghua University have come to Yichang for inspection for many times.
　　After dozens of rounds of negotiations and comparisons, Yichang finally chose CRSCC as the partner in building the future dream city.
　　CRSCC, a large enterprise under the direct supervision of SASAC, is China\'s largest rail traffic safety control group, with 22 secondary groups and companies in China. It has been cooperating with the governments of Tongren, Guizhou and Hengqin, Zhuhai with the development and construction of the smart city and the infrastructure projects in new districts, which gave it the experience and ability as well as the strong financial strengths to build the smart city.
　　Zhou Zhiliang, President of CRRSCC, said the CRSCC has made innovations in the fields of high-speed railway, alpine railway, plateau railway, heavy rail, urban rail transit and the field of information, and occupies the world\'s advanced technology and equipments of high-speed railway and urban rail transit operation control systems, which have been implemented to more than 10,000 kilometers of high-speed railway and urban rail transit in a number of cities. It currently takes rail traffic control and other IT industry as the core, and is developing itself into a top rail transportation industry group in the world. "We should build the ecological and smart industry city into a high-tech industrial development base, the ecological smart technology test area and the green living demonstration area to attract more outstanding corporations and high-end talents to settle in", said Zhou Zhiliang with full confidence.
　　Under the cooperation agreement, the new city includes not only industrial development goals, but also city construction standards. It is learned that the investor will give top priority to the industrial development, adhering to the goal of "building a platform, gathering the leading enterprises, forming the cluster, creating the top industry". Relying on the modern service industry which focuses on information technology and outsourcing services, the leading enterprises at home and abroad and 50,000 industrial workers will be introduced to the New District in the following five years, and in the fifth year, the IT outsourcing industry aims to achieve the production value of 20 billion RMB yuan. "Plan ahead, put industry as priority, protect public buildings, and attract investment synchronously" - this is the operational guidelines of this new city project. As for the new city construction, the project will firstly set up infrastructures, and introduce internationally advanced construction standards and concept of ecological and smart city, in order to create a distinctive ecological and smart city.
　　Visionary Planning fosters the city and industry together. The project is attracting investments from well-known enterprises at home and abroad. Currently, IBM, Cisco, Tata Group, Accenture, Oracle, Emerson, HP, Huawei, China Putian and other well-known Fortune 500 companies have expressed their intention to the investors of settling in Yichang.
　　Top-level Promotion is supported with Favorable Policies
　　Yichang has the foundation of achieving breakthrough development in modern service industry.
　　So far, Yichang has built a modern service professionals park, such as Peacebird fashion innovative industry park, and service outsourcing industry park. And Yichang has been approved as the pilot city for the national smart city and the model city of national e-commerce construction.
　　On April 14, Yichang obtained another achievement in the history of industrial development.
　　On that day, "Opinions on Promoting Yichang software and information services and the development of service outsourcing industry" was issued, and the government will offer a fund of 100 million RMB yuan per year to support the industrial development.
　　Careful entrepreneurs find that the information service and service outsourcing industry are in charge by the Municipal Commission of Economy and Information Technology and the Commerce Bureau. Oftentimes it is not easy to break the barriers between departments for an industrial policy. But this time the agreement has been achieved. Entrepreneurs said that it is the result of the "promotion from the very top".

　　- In November, 2013, the municipal government held a work meeting to research the plan of Yichang ecological and smart industry city and decided to initiate the project.
　　- On April 5, 2014, the project plan was approved.
　　- On April 9, 2014, the municipal government held the work meeting to discuss about building the ecological and smart city as the model area of common construction of city and industry as well as the accumulation area of modern service industries.
