Yichang Will Implement the Mandatory Classification of Domestic Waste

  In 2017, theYichang urban area disposed of350,000 tons of domestic waste, the amount of whichentering landfills was reduced by about 88,000 tons. The actual utilization rate of recyclable resources was 20.1%. In accordance with the requirements of the national standard, ourcity will implement the mandatory classification of domestic waste and create a new Yichangwith beautiful environment.

  On May 21st, The Promotion Meeting of Domestic Waste Classification in Yichang Citywas held in the urban area. In 2018, 50demonstration communities will be built in the urban area, and by 2020, the classified coverage of domestic wastein urban areawill reach 80%. And now Yichang is promotingdomestic waste classification in an all-round way.

  Sorting, Collecting and Disposing Synchronously

  According to the “2018-2020 Action Plan for the Classification of Domestic Waste in Yichang City”,fiftydomestic waste demonstration communities will be built in urban area in 2018, and fourwaste classification demonstration areasbe formed. The mandatory classification coverage rate of public institutions and related companies will reach 30%, and the total recycling rate of recyclables and perishable wastes before entering incinerationsand landfill facilities will take up 25%;in 2019, there will be one hundred domestic wasteclassification demonstration communities in urban area, and tenwaste classification demonstration areas.The mandatory classification coverage rate of public institutions and related companies will reach60%,and the total recycling rate of recyclables and perishable wastes before entering incinerationsand landfill facilities will take up 30%. In 2020, urban domestic waste classification coverage will reach 80%, and a large-scale waste classification demonstration areawill be initially established.

  Public institutions and related enterprises are fully covered by mandatory classification, and the total recycling rate of recyclables and perishable wastes before entering incineration and landfill facilities will reachmore than 35%, achieving the goal of harmless disposalforall domestic waste.

  How will the garbage in demonstration areas be thrown?According to the introductionby the related personnel, the demonstration area will achieve full coverage of waste classification. The basic principle is: Try to classify thegarbage into four types: perishable waste, recyclablewaste, and hazardous waste, other wastes. To achievethis goal, communities will set up four types of garbage disposal containers, and assign someguidesto help people solve the "mixture" problems. At the same time, a classified collection and transportation systemwill be established, and classified disposalfacilitieswill be constructed, so as to achieve “directional collection, non-stop transportation, and counterpart disposal”.

  “Substitute Subsidies with Rewards” to AttractEveryoneto Participate

  In order to allow more than 4,000,000Yichang people to participate in the classification of domestic waste, the city will also establish bonus point system and reward system to enable the people to become the “protagonist” of participating waste classification.

  Yichang will formulateand implement a work plan for the domestic waste classification, promote the introduction of management methods for domestic waste classification, and establish a system for waste classification system. All local unitswillset up special work classes, establish a liaison system and linkage mechanism of waste classification, and set up an organization system of waste classification. Gradually integrate the domestic waste into the urban credit system and establish a credit system of waste classification. Moreover, thebonus point system and reward systemwill be established to enable people to see the long-term significance of waste classification, gain real benefits of waste classification, and realize co-construction,common governance and sharing.

  To strengthen assessment and protection, this yearthe city will also set up 10,000,000special funds for “Substitute Subsidies with Rewards” to reward the good and punish the bad of local waste classification,give timely warningto organizations with slow work progress and ineffective implementation of their responsibilities,and punishthe irresponsible behaviors in carrying out the project.

  Classification guidesmake waste collecting more accurate

  Hazardous waste,kitchen waste,recyclables andotherwasteis put intored containers,green containers, blue containers, and grey containers respectively…In order to provide people with a good understanding of how to classify wastes, Yichang Urban Management Committee has also formulated a detailed “The Guidelinefor Classification of Domestic Waste,” which classifies 127 types of waste that are common in daily life.

  Among them, recyclables mainly include 68 types,for example,newspapers, leaflets, magazines, old books, cartons and other uncontaminated paper, iron, copper, aluminum and other metal products, glass as well as foam, plastic bottles and other plastic products except plastic bags as well as milk boxes, beverage bottles, kitchen and personal care appliances;

  Hazardouswaste mainly includes20 types,such as waste batteries, fluorescent tubes, thermometers, sphygmomanometers, medicines, insecticides, umbilical plasters, photo paper, and waste paint;

  Kitchen waste mainly includes 22 types of leftovers, eggshells and bones; other waste includes 17 types such as paper cups,photographs and other contaminated and non-renewable paper,plastic bags, old andbroken ceramics,femininehygiene products, disposable tableware, cigarette butts, and dust etc. (Reporter: Tian Xiaochun; Correspondent: Huang Yulian, Chen Zan)
