Ludwigsburg, located in the center of the Württemberg region (state), covers an area of 6,870 square kilometers (68,700 hectares) and has a population of 450,000. It is the 3rd largest county among the 35 counties of the Baden and Württemberg region. It is a famous sports city, a university city, a land of convalescence and a place for shopping. Many international performances are held in Ludwigsburg; and a large number of renowned international enterprises have settled down in Ludwigsburg.

From April 25 to May 4, 1995, Mr. Luo Qingquan, Mayor of Yichang City, leading a government delegation, visited Ludwigsburg County. On May 3, the two parties signed the "Agreement on the Establishment of Sister Cities Relations between Yichang City and Ludwigsburg" and “Agreement on the Establishment of a Joint Venture of Waste Treatment in Yichang”, and other economic and technical cooperation projects.
